		<description>Very interesting.  I reacted to Beijing&#039;s plans to increase the size of cities by thinking how unamerican.  Yet I have heard Berkeley&#039;s development plans come from the need from money from Washington. If they don&#039;t increase the population, we will loose government subsidies. Of course it may only be a rumor from Ed.
